North City Water Reclamation Plant - San Diego, California

An oval traffic island in the facility parking lot is the site for five sets of counter balance Dragonfly wings mounted to the tops of five steel poles. The Dragonflies are placed in ascending order in a spiral of water reeds. The spiral is framed by a rectangle of yarrow, surrounded by buffalo grass to the edge of the island.
